Nature 
The concern about the problem of illegal drugs has grown so great that politicians must show themselves to be very involved in the issue in order to maintain their popularity. Legislation in democratic countries is therefore so diffuse that no effective programme can emerge. Rather, governments use their funding for highly-publicized campaigns attacking a bit of everything about drugs, with very little focus or clear intent other than re-election of the politicians drafting the bills.
