Nature
International cooperation among courts, prosecutors and policemen has not effectively controlled world-wide terrorism. While international terrorism appears to be well-financed, the budgetary and legislative approvals often necessary to extend the network of cooperative countermeasure arrangements encounter numerous obstacles on the national level. Prevention and punishment of terrorism are thereby hindered.
Incidence
A hijacking of an American plane from Athens to Beirut, a bomb blast in the Frankfurt airport, and a luggage explosion in the Tokyo airport all were headline news during the the week of June 24, 1985 and yet, even though President Reagan spoke out sharply against such acts and the governments who supported them, little has been done in the international community to curb the flow of terrorism.
