Claim 
Despite government claims of successfully combating drug trafficking by seizing 10 to 20% of illegal drugs, only 4% of heroin is prevented by customs agents and the police from entering Britain each year. Proportionally more was seized before 1985, and the cost-effectiveness of surveillance and impounding procedures is falling, as there is no accountability required for money used to fight the illegal drug trade.
