In 1993, the UK imposed stricter disciplinary penalties in its jails for disruptive inmates, prompted in part by extreme overcrowding and volatile conditions in certain prisons. A riot at Reading remand centre had caused more than £11 million worth of damages and injured 12 prison officers.
