Disorganized attempts of upgraded employment

Nature 
Many rural communities lack organization in pooling the working skills that are available locally. Although very few rural jobs bring in a stable income, the many young people who leave their community to seek employment in large cities discover that low wages combined with their lack of skills hamper their successful entry into the urban labour force. Thus they find themselves in the gap between patterns of existence in a subsistence economy and the ability to carry out a stable, salaried job effectively.
