(a) In many countries refugees encounter difficulties in obtaining employment either because legal access to the labour market is restricted, or because in practice preference is given to nationals. Widespread recessionary trends have exacerbated these difficulties. (b) The proliferation of ill-founded or abusive applications for refugee status causes overloading of procedures, long delays, higher administrative costs, and problems for [bonafide] asylum-seekers.
