Nature 
In the case of conflicts within a country, the civilian population and refugees displaced within the country or a jurisdiction cannot be assisted by international bodies and are all too often deprived of care because opposing forces in the conflict deny humanitarian organizations access to the places where they are located. Denial of access may also result from jurisdictional conflicts between agencies claiming (or rejecting) responsibility for vulnerable groups.
