Nature
Systems of justice do not apply equally to citizens of different class, racial, religious, linguistic and social persuasions. Where special legislation exists to protect minority groups, the majorities are unjustly penalized. Likewise, minority groups suffer from application of legal expectations which do not apply to them in the same way that they do the majority.
Incidence
Native Canadians comprise only five percent of the population of western Canada, but account for 32% of the prison inmates. Tribal elders, upon whose wisdom and judgement the culture depends, are generally ignored by courts of law.
