Strict adherence to complicated systems and procedures blocks access to public participation in the formation of goals and priorities of public agencies. Outdated and inadequate forms of communication have severely hampered public participation by limiting access to information needed for long-range planning. To simplify the process would require people to give up the chance to demonstrate their political influence, and few are willing to lose influence.
