Incidence:

Numerous incidents of unidentified submarine patrols are reported in coastal areas. To fishing vessels, these constitute a navigational hazard, especially since the government responsible is reluctant to acknowledge responsibility for any damage to nets or to fishing vessels. To governments, the presence of unidentified submarines in coastal waters is a sever threat to security, as is the case for Sweden.
