Local political structures are seem powerless in encouraging job creation. Those seeking employment within the local government are often require to support the political party currently in power. Voluntary organizations are for the most part at the fringes of sustainable job creation. Corporations and other businesses normally use hiring and firing practices as one means of controlling costs and as such, do not have job development as a high priority.
