Problem

Military expropriation of satellites

Nature:

Unarmed communication satellites and research space stations may be diverted to the purposes of general intelligence gathering and military surveillance or incorporated in early warning and other space defence systems. Expropriation may include arming with a number of devices including nuclear space mines. The expropriation of privately-owned satellites, particularly when ownership may be international, poses unique problems of compensation.
