The storage of dangerous materials in frontier areas creates tension in the international relations of the countries and hazards for nationals and property of both countries. The government of a country which seeks to authorize the construction of stores of explosives or other dangerous materials in the immediate vicinity of a neighbouring country, may encounter serious difficulties and delays in obtaining necessary safety information in the neighbouring territory. In the event of an accident causing loss or damage in the territory of the neighbouring state, it may be difficult or impossible to obtain compensation from the country which was responsible for selecting the storage site.
