The acquisition of technical expertise and functional skills not included in formal education is hampered because of a lack of qualified teachers.

Incidence:

Third World communities are critically short of skilled people to take advantage of opportunities made possible by the continuing development and specialization of commerce and industry. This is especially true in agricultural communities which have access to the recent technological advances which would permit self-support through small business, local industry and improved crop production.
