This is frequently cited in connection with the lengthy speeches made on the occasion of plenary debates by one representative of each Member State of the organization. Numerous illustrations are also to be found in planning and programming documents. Typically a programme with only one professional-level worker or involving the organization of one meeting or the production of one publication may be described in extremely inflated terms concealing the limited nature of the outputs for which provision has in reality been made.
