Pet animals can be dangerous if they can bite, gore, kick, sting, throttle, trip, step on or fall on people, and so doing infect them or wound them or other animals.

Claim

All dogs are natural hunters, and although their aggressive instincts may appear submerged, they can become savagely unpredictable. Large dogs and fighting dogs cause fear and terror and should be muzzled in public.
