Nature: From the perspective of a creditor, these are loans whose borrowers are encountering difficulties in repayment. This may be for reasons ranging from the project itself having problems, to the loan funds being used for purposes other than those intended. From the perspective of a debtor, these are loans contracted for bad projects, or onerous interest and repayment terms, or largely dissipated by corruption or incompetence by a previous management regime.
