Nature

Nationals may be refused the right to emigrate or even to leave the country. Government policy may make it difficult or impossible to leave by refusing to issue travel documents or foreign currency, by refusing to allow its own currency to be sold abroad, and by strict police control over frontiers and other departure points. Restrictions on emigration may lead to illegal exit and the collaboration on other subversive activities needed to achieve it.
