In the wake of the failure, or unwillingness, of state attempts to control migratory flows, worker abuse and the issue of the application of international human rights' codes have increasingly come to the fore. The degree to which workers rights are acknowledged, however, is subject to the prerogative of individual states, rather than following a more universally accepted code of practice towards migrants. Thus the implementation of international laws for the large part hinges upon NGO advocacy – not only locally, but also transnationally.
