Inadequate registration of wills
Nature
An increasing number of persons make their wills in a place not their home and even in a foreign country. As most States do not require wills to be deposited with a court of law a notary, or another authority, and also have no central register, the heirs are often unaware of the existence or the whereabouts of a will.
