To deal with rising costs, many public libraries in the UK are now not opening outside normal working hours. Several counties have closed significant numbers of libraries, sometimes leaving empty, unused buildings. Library usage has since dropped by 33% in one district. In 1993 in the USA, it was reported that around one library was being closed each week as a recession-fighting tool.
