Inadequate arrangement of housing with respect to common land

Nature:
The cluster of land and homes immediately around a person's own home is of special importance to him. It is the source for gradual differentiation of neighbourhood land use, and the natural focus of neighbourly interaction. However, in most cities and urban developments, houses are not clustered around common land, but are arranged on streets, which are owned by the town.
