Nature:
Forgery is knowingly making, completing or altering any writing with the intention of deceiving or harming a person, institution or government.
Incidence:
The USA State Department has reported a number of forged government documents. Among them was a memorandum appearing to bear President Reagan's signature on forged White House stationary calling for the creation of a Latin American military force to contain Soviet expansion. Another document was in the form of a memorandum from the intelligence service of Zaire and implicated the US in training of guerrillas to undermine African countries.
