Operation of construction expertise in the reduced context of the profit motive often leads to failure to consider broadly based, long-range consumer needs. Thus the consumer suffers from inadequate quality control, use of stop-gap measures and the placing of priorities on immediate need rather than on comprehensive planning which anticipates future needs. The result is a slowing in the rate of expansion of basic construction expertise, which means that broad social needs are often neglected. This problem is heightened in those nations where direct or indirect governmental regulation is lacking.
