Problem

Inadequate control over government administrative process

Other Names:
Lack of administrative control
Erosion of political control
Erosion of political oversight
Inadequate control of government covert operations
Inadequate political supervision of administration
Nature:

Under the conditions of the modern state, legislatures increasingly delegate authority to administrative agencies. With the consequent proliferation of governmental functions and reliance on expertise, the difficulties not only of parliamentary but also of executive control over the administrative process mount. Elected representatives are too few in number in comparison with the officials under their authority, less expert than the latter, and their control necessarily restricted to spot checks on performance.
