Although the only real obstacle to agricultural development may be an overall plan, rural residents tend to be discouraged by the slowness with which agreement can be reached and the difficulties in dealing with the many small plots with many different owners and the variety of ways in which the land is being used. Old structures in disrepair are a constant reminder of economic paralysis, and leave a wide-spread impression that space for development is unavailable.
