Over the decade from 1979 to 1989 the proportion of government expenditure devoted to health has fallen in most countries of sub-Saharan Africa, in more than half of the countries of Latin America and the Caribbean, and in one third of the nations of Asia. And the cuts have not been marginal. In the 37 poorest nations spending per head on health care has fallen by nearly 25% in this period.
