Nature

Old-fashioned models of the world make it hard to solve modern problems. One such problem is the spread of diseases such as the HIV virus and AIDS. The old-fashioned view is that nation states deal with each other on a government to government basis with considerable secrecy to come up with face-saving diplomatic agreements that often give only lip service to finding a solution. This approach cannot solve the spread of illnesses like AIDS, which is carried by individuals who travel across international borders as tourists or soldiers, and who feel no responsibility toward protecting their sexual partners.

Claim

The last thing developing countries need is to be taught a paradigm that has already been proved to be redundant by the industrialized countries -- who seek to ensure its perpetuation through technology transfer.
